EFFICIENT HR BUDGETING SPREADSHEET FOR HOTEL

My current hotel staffing level is in its initial stages.
The spreadsheet should effectively track staff allocation costs and other related expenses to assist in budgeting.
The key tasks it will need to perform include.
- Calculating the optimum number of staff - Staff allocation - Expense tracking The ideal freelancer will have experience in human resources, budgeting and have advanced Excel skills.
They should understand how staffing impacts hotel operations and costs, with a keen understanding of allocation of resources.
Their experience should also include creating Excel spreadsheets for companies in their early stages, to properly support growth and scalability.
The Excel sheet need to be ready for any update, for example if I want to add number of outlets, meeting rooms, increase/decrease number of rooms.
I need to have number of staff required in each department with position, salary etc.
