SMS FORWARDER FOR IOS & ANDROID #2

I am looking for a proficient cross-platform developer who can work on an application for both iOS and Android.
This app's main functionality would be to forward SMS/Text messages to other SMS, Telegram, and email addresses.

Requirements.
- app starts with system / smartphone start and runs in background - app listens to the incoming messages - on incoming message the forwarding is done by a configurable delay in milliseconds milestones.

implement a basic hardcoded forwarder which detects new SMS (event) and forwards them via e-mail to a hardcoded e-mail address (android and ios) MS2.
design & implement a UI, which has a settings dialog for the rules.
