CUSTOMS OFFICER (M/F)

Heading is recruiting for its client, an oil and gas company, an  Customs  Officer   (M/F) to be based in  Pemba  Main Accountabilities and Responsibilities.
-Main Accountabilities and Responsibilities.
- Ensures the optimization of the benefits under the EPCC in terms of Customs, Import/Export - Plans, organizes, and implements the reception of the materials documentation, handling and coordinating with CPY Agent customs clearance formalities.
- Plans and follow up the import/export processes of specified materials, prepares schedules and coordinates transport requirements, maintains track of the material movements and archives in accordance with Company procedures.
- Ensures that contacts are maintained with customs and other local authorities as necessary in case any support from CPY side if Agent will not be able to solve.
- Checks of invoices submitted by Contractor to Company for the services provided.
- Ensures that all certificates, licenses, and permissions necessary for customs purposes are obtained when required such as TOR, import/export card and extended on time.
- Acts in the respect of professional ethics and Company code of practice - To ensure the fulfilment of customs formalities and coordinate material shipments.
HSE Requirements - Comply with requirements of Safety, Health and Environmental laws of the Country.
- Obey the Company Policy on Safety, Health and Environment and aim at achieving the Company's HSE strategic objectives.
- Practice Company's HSE Management System.
Provide safe and healthy conditions of work to subordinate personnel and control over compliance by these personnel with safe and labor protection rules and regulations.
- Ensure that all contractors are competent and fully knowledgeable of HSEQ procedures.
- Supervise the preparation of the risk register and the relevant mitigation strategy to address identified uncertainties and managing the risks.
- Supervise and coordinate the execution of the project activities and identify and adopt correct - HSE precautions according to Company's standards, local norms, and legislations and ensuring that the highest HSE standards are maintained throughout the project.
- Ensure compliance of logistic operations to all the relevant HSE procedures.
Define operational and  technical risks connected to logistics Qualifications & Experience.
- 2 years of Oil & Gas Industry experience - 2 years of customs experience - Graduate/University degree (priority) in the relevant domain or higher qualification - English Language competence is required - Customs related course or relevant qualifications - Organization Processes.
Internal procedures, Procurement process, E-procurement processes, Project Management process, Feed-back flow organization and circulation, Documentation management - Supports and technologies.
E-procurement systems, Network information search and management, Integrated information systems and process information supports, English language - Economics.
Knowledge of Supply Chain and total value, Financial evaluations, Knowledge of fiscal aspects, Tender technical evaluation, Cost estimating, budgeting, cost analysis & control - Compliance.
