SENIOR PROPOSAL DIRECTOR

Position Description.
Hybrid (Must be 3 days in Ottawa office, 2 days from home at minimum) Clearance.
Secret or eligible (eligible.
must be a resident of Canada for 10+ years) CGI Ottawa is seeking a Senior Proposal Director to lead strategic and high value proposals to our clients.
Be a part of a dynamic and high-performing proposal group at CGI, working on strategic opportunities to support various programs for a wide variety of Government of Canada and Private Sector clients.
Reporting to the Director of the Business Operation, you will be responsible and accountable for the delivery of compliant, compelling, competitive, and high-quality winning proposals.
You will lead the internal response team, coordinating across delivery teams and key stakeholder groups, and advising business developers on best practices.
Your future duties and responsibilities.
• Act as Opportunity Pursuit Lead (OPL) for large, strategic proposal response including the management and triage of all NCR based client requests.
• Manage Proposal Management team consisting of Solution Leads, proposal managers, proposal specialists and financial resources.
• Assist proposal team with RFP/RFI responses.
• Provide strategic direction to executive related to upcoming client proposals.
• Participate in direct client conversations to assist in shaping and creating proposal content.
• Provide strategic consulting to clients interested in the full portfolio of CGI services.
• Work in collaboration with various organizational teams such as Finance, Risk Assessment, Legal, Insurance, Procurement, Security and Privacy, to ensure an optimum winning position for CGI.
• Interpretation of solicitation requirements, analysis of Request for Proposals (RFP), Request for Information (RFI), Statement of Work (SoW) • Author content, and facilitate working sessions to refine content, ensuring compliance and alignment with proposal theme and messaging.
• Support the OPL in the Executive Step Review process and approvals of meetings.
• Develop, review, and edit proposal content, making sure the proposal response meets mandatory client requirements and describes our compelling solution.
• Facilitate review sessions of proposal content.
• Contribution to development, implementation, and continuous improvement of the proposal management processes, supporting tools, templates, and artifacts, and knowledge management platform Required qualifications to be successful in this role.
•Minimum of10 years of experience preparing/responding to Federal Government IT / Technical proposals (including familiarity with contractual clauses and supply vehicles) •Minimum of 5 years of experience leading proposals for complex, large opportunities •Experience leading large or multi-disciplinary teams, at all levels of the organization •Strong project management skills, to handle multiple competing priorities, and to lead, manage and coordinate bid team efforts to delivery complex and strategic bids •Experience interpreting Statements of Work / Mandatory Criteria / Point Rated Criteria •Experience writing compliant corporate reference responses, Executive Summary, and any other proposal content as required •Experience collaborating with Client Account Executive/Management team to obtain and clarify customer requirements •Experience working with multiple team members, producing bid management master plans for corporate responses and ensure a timely process for reviews •Experience researching corporate qualifications •Significant experience and knowledge with MS Office suite products (Word, Excel, PowerPoint, SharePoint), Adobe, and expert level in Word and Excel •Must hold or be eligible for a Government of Canada Security clearance at Level II - Secret Desired.
•Post-secondary education in related field •Good knowledge across business, financial, contractual, personnel, project, proposal management, oral presentation coaching, and document development domains to successfully engineer high quality proposals •IT project management experience •Association of Proposal Management Professionals (APMP) certification #LI-YH1 Skills.
