MODIFY JPEG

I would like the attached jpeg modified.
1.
The bars in front of Trump are on all 4 sides and the top like he is in jail.
2.
The guy next to him is on the left side of the picture outside of the jail.
3.
A bubble shows him say.
Can't I get out while my guilty verdict is being appealed? 4.
He is a lot closer to the camera.
The rest of the jpeg is the same except you might have to leave some out to make him closer and bigger.
I will hire more than one person so please bid even if I have hired someone else.
