CONVERT PNG IMAGE TO OPTIMIZED SVG

As an experienced graphic artist, I'm seeking assistance in converting a PNG image of mine into an SVG while retaining the original transparency features.
To suit my needs, the final SVG file should ideally not exceed 15 kb to help optimize loading speed without negatively impacting image quality.
Key Requirements.
- Proficiency in graphic design software such as Illustrator, Inkscape, or similar - Experience in reducing SVG file sizes while maintaining image quality - Ability to keep the transparency feature from the PNG in the SVG - Quick turnaround time Your proven track record in similar projects will be highly valued in the selection process.
