TECHNICAL MANAGER

Position Description.
CGI is seeking a Senior Technical Manager to provide enterprise leadership to multiple Agile development teams within a portfolio of work.
The candidate selected for this position will have excellent leadership and management skills; a strong background in hands-on development; proactively identify and address client challenges; a passion to both learn and integrate innovative ideas into projects; and enhance CGI’s member development culture.
The candidate will be exposed to wide breadth of CGI members thru mentoring of junior developers, working with team leads across projects, and senior developers and architects by contributing to enterprise-wide development decisions.

Your future duties and responsibilities.
- Build tactical and strategic relationships with client, management, and project teams.
- Contribute to the oversite of multiple project development teams.
- Understand client business requirements and ensure the team is addressing client needs through developed solutions.
- Mentor and develop leadership skills of project team members.
- Support project reviews at the account level and be able to identify and articulate risks and mitigation plans to management.
- Research and drive innovative new technologies into new and existing projects.
- Develop and execute a long-term quality improvement strategy across the portfolio.
- Identify, design, and execute business development strategies to grow scope and revenue.
- In collaboration with other contractors, lead the troubleshooting of complex technical issues involving network connectivity, encryption, and authentication/authorization.
- Contribute to excellent project delivery thru technical leadership, including the possibility of hands-on development.
- Support proposal and bid activities.
Required qualifications to be successful in this role.
- Bachelor's degree - 12+ years experience in government consulting, including at least 7 years in a technical management or equivalent team leadership role - 10+ years of hands-on development expertise, especially in web application and web service development - Strong understanding of the Java language and Javascript - Knowledge of SDLC and Agile development, including JIRA and Confluence - Strong verbal and written communication skills - Ability to travel to client site (as needed) - Ability to work effectively within a team environment under tight timelines - Understanding of project estimation and financial management Due to the nature of this government contract, US Citizenship is required Desired qualifications/non-essential skills required.
- Worked with or strong understanding of various technical frameworks including Angular, Spring, Hibernate, PostgreSQL, Oracle, Bootstrap CGI is required by law in some jurisdictions to include a reasonable estimate of the compensation range for this role.
The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and license and certifications.
To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role.
